Mutual Recognition Agreement with USA (NCEES)

Agreement between the Engineering Council and the National Council of Examiners for Engineering and Surveying (NCEES).

In August 2024 the Engineering Council and the National Council of Examiners for Engineering and Surveying (NCEES) signed an agreement to facilitate mobility of engineering professionals through a streamlined registration process.

The agreement applies to Chartered Engineers and Professional Engineers that hold the International Professional Engineer (IntPE) title.

If you do not hold the IntPE title, you can find information on the requirements and how to register here (for CEng registrants) and at help@ncees.org (for US PEs).

These States/Boards are changing processes and rules to accept applications, and we expect that they will become ready throughout 2025. You should refer to this page, which will be updated regularly, for the current position.

 

Information for Chartered Engineers (UK):

If you are looking to become licensed as a Professional Engineer in one of the participating US States, you can start creating your NCEES account and record at ncees.org. If the State Board you wish to get licensed in is not ready to receive applications, you can still create and build your record, but you shall wait to request transmission until the state is ready (this is step 6 below).

MRA applicants should complete the MRA Multistate Section Requirements:

  1. Education Information—Send unofficial transcripts and diplomas to transcripts@ncees.org.
  2. Work Experience—CEng or P.E. respondents are recommended when possible.
  3. Questions for the Applicant - A brief series of questions regarding the status and history of your professional registration
  4. Exam and License Verification—FE and PE exams are waived if CEng/IntPE requirements are met.
  5. Professional References—Submit five references; CEng or P.E. respondents are recommended.
  6. Once the application is complete and all sections are shown in green, you can purchase a transmittal ($100) to one of the above member boards. The file will be given a special MRA badge to notify boards.

Please note that transmittal of your Record does not constitute an application for licensure. Please follow up with the respective board to find out if additional information is needed. Each board will have additional fees and jurisdictional procedures.

Following the creation of your NCEES record, you should download and complete the proforma found at the bottom of this page, and send it to international@engc.org.uk together with written confirmation we have your permission to contact your PEI(s) to check your current standing with them. We will then send the validated form to NCEES and this will be attached to your record.

 

Information for Professional Engineers (US):

US Professional Engineers with a license in one of the participating States should contact NCEES for details on how to apply for Chartered Engineer (CEng) registration under the agreement. The IntPE title is required.

Applicants under the UK/US Agreement are required to join one of the professional engineering institutions (PEIs) we license to register candidates, as the Engineering Council does not register applicants directly. You should join the PEI that best reflects your engineering specialism and area of work. A list of our licensed professional engineering institutions can be found here. PEIs charge an annual membership fee, and some also charge an application assessment fee. These are on top of the Engineering Council annual registration fee. You can contact the PEI you want to register with for more information on their fees.

Applicants under the agreement shall be granted exemption from the competence assessment and professional review interview. PEIs might have additional requirements for registration, including:
